Things to do in Numata
Numata sits on a high river terrace where the Katashina River meets the Tone. The old castle town is up on the terrace, and the JR Joetsu Line and Route 17 run along the river below, so Numata Station stands at the foot of the bluff. The Sanada family held the castle at the end of the Warring States period.
For a ski or Oze trip it works as a junction. Route 120 leaves the area east through Katashina toward Nikko, and the Kan-Etsu Expressway's Numata interchange sits on the east side of the city centre. Wikipedia notes that Numata records the lowest yearly precipitation of any JMA station in Gunma, at 1,132.3 mm.
